The Helsinki Accords is only a few months off and the Finns want to remain as neutral as possible to appease the Soviets who have a large stake in the loss of economic concessions by the other neutral seeking countries. As such, the Soviets have planted a ringer to make sure everything stays the same. Worse yet many Finnsh and other nation ministers are being blackmailed for the purpose of voting no to the Accords.

Because the CIA is only a guest in Finland, they cannot actively exercise operations to counter the Soviet threats. But Eden of the Tenth Special Forces and member of the MLM (Military Liaison Missions) and one of the Casuals, is sent back to Finland in order to hide and seek information to send back to the Americans.

Learning that his last mission wasn't so much about the nuclear waste being dumped in the Arctic Ocean or the new reactors being developed by the Soviets for their war ships, he realizes the buildings he was sent to photograph were for the purpose of knowing how to house the new Soviet long range missiles that were in violation of Detente.

Kelly, a former Soviet Fighter Pilot, is with Eden as they investigate and thwart the Russian Mafia and the KGB in order to make sure Finland and the other 30 nations are not trapped by political tactics of the Soviets.
